1995 Chevy Silverado rear brakes

I come to a complete stop but the back tires keep spinning and try to push the truck forward only when I'm stopped on the snow or ice. is this the adjusting screw ????????

I'm not sure I understand. When you hit the brakes, the tires spin or skid?
