1989 Chevy Silverado Fuel pressure regulator

The first question I have is when you start the engine how much fuel are the injectors suppose to spray. On my engine it seems like a lot of fuel is being sprayed into the manifold on initial start up. Could this be why on initial start up it fires up for about a second and then will not start? The plugs have gas on them and after several days of tying to start I checked the oil and it has gas in the oil. The second question is could the fuel pressure regulator cause this or is it a combo of things? Is it simple to change the fuel pressure regulator, or are there any surprises I should know about? Furthermore I am getting spark to the plugs and timing is correct. Thanks for the help.
