1998 Chevy S-10 Car surges only at a specific throttle posi

Vehicle has a surge/stalling type issue only at a certain throttle position. The strange thing is it is only while under a load. If in neutral, the whole range of throttle is fine. I have cleaned the TPS, and replaced most of the vacuum hose, changed plugs and wires, and the problem still exists. Any ideas?

A TPS should never be cleaned--it is an electrical variable potentiometer. Internal lubrication is important in a TPS. However, this may be your IAC valve or your MAP sensor.
Check the function of the throttle itself--by hand with the engine off. Sometimes the throttle shaft inside the throttle body wears out. The throttle should open smoothly with no sticking.
