1996 Chevy S-10 car wont turn over

im in saopaulo brazil and cant find someone to help.
i turn the key to my s10 and he wont crank over so i am unable to make a diagnostic tool check. i think the timing is off , and thus making it impossible to start the engine and make a diagnostic check. is it possible to make a diagostic check with out the vehicle running? and am i right that the timming is off?
when i turn the key it , the car trys to start but doesnt and sometimes pops. help! any known reliable mechanics in saopaulo brazil you guys know of...

Do below and tell me what's missing fuel or spark?

Disconnect a sparkplug wire or 2 and ground it to the engine -have helper crank engine over-do you have a snapping blue spark? If so-you have a fuel related problem, check the fuel pressure to rule out the fuel filter/fuel pump/pressure regulator and listen to the injector/s are they pulsing or hook up a noid light. No snapping blue spark continue to troubleshoot the ignition system-power input to the coil/coil packs,distributor pick-up coil, ignition control module, cam and crank sensors- Note: If it doesn't apply disregard it
