1994 Chevy S-10 Fuel pump continues to run even with the ke

My fuel pump continues to run even with the key out of ignition. I have checked the relay by swapping it with the horn relay. It is a pain in the neck. I have to remove the ECM fuse or my battery dies. HELP PLEASE.
