1988 Chevy S-10 voltage irregularity

I have a 1988 s-10 4x4 that when first started shows good voltage (around 15v)and brightly illuminated instrument panel and bright headlights. After driving a while and engine reaching normal operating temp the voltage drops (to around 10-12v) and lights go dim. I concluded since the voltage regulator is in the alternator that was the culpit. Changed alternator and it happened again within minutes. Most of the time, turn ignition off and restart and voltage is good again Any ideas?

Check and test IGN-GA fuse 20amp if okay check volt indicator and ignition switch

Is there any possibility that it could be the ecm? Ive put a new alternator, o2 sensor, and map sensor
