1987 Chevy S-10 4 cyl Two Wheel Drive Manual

I'm getting fuel up to the injector. I've replaced fuel pump and am getting good flow. Replaced injector and getting 11.5 to 12 volts at injector plug, but injector is not firing. Any ideas?
