1986 Chevy S-10 Fuel Pump will not shut off

The fuel pump will run continuously. Currently having to pull the fuel pump fuse in order to shut it off. Family members had it before me and had to replace fuel pump because it ran perpetually and burnt out.

I have tried to disconnect all three of the relays under the hood being under the idea that one of them was the fuel pump relay. Fuel pump still stayed on. Any ideas would be great. Thinking someone must have shorted something out somewhere to give power constantly. Is the main ECM a likely possibility?
