1999 Chevy Monte Carlo I have 2 questions

I have 2 problems,

1. the turn signals won't work , I have checked the O.M.S on both the flasher and the plug-in and it shows both to be Ok, is there something else I'm missing?

2. I can't find where the horn is on the outside of the car I bought a repair manual and the horns are not where the manual says they should be not even a cut wire or ant evedince where they could be.

I'm almost at witsend on this one. Please help
