1999 Chevy Malibu Rear window defogger

Last winter the button that activates the rear window defogger worked intermittent, this year it doesn't work at all. I have taken the button apart, it looks fine, replaced the relay, and checked continuity on the defogger grid and its fine. Is this a common problem, and if so, what needs to be replaced/fixed? Also, the blower control only works on setting 3 and higher, 1&2 produce nothing. Is this related? It would seem to be a different circuit, so what is the issue with that. Any help would be greatly appreciated. Overnight temp -25C, Brrrrr.

Is the relay closing when you actuate the rear defroster? The relay also contains a timer that only allows grid to run for so many minuetes. If the relay isn't closing you need to recheck the switch and the wires form switch to relay and wiring from relay to grid. On your blower motor, there is a resister block in the fan circuit that controls blower speeds. It is located in the air duct under the glove box. If this block is good, check the fan switch itself.
