1998 Chevy Malibu engine cooling and deceleration

i have 2 questions... mainly just looking for some ideas to my concerns and some possible resolutions that aren't going to cost me an arm and a leg.
so my engine is running hotter than normal. the coolant is full and i can't see anything from the top when it comes to hoses and such that are disconnected. it stays at temp when i drive with the heat on. my other concern is that when i take my foot off the gas peddle, it doesn't decelerate as fast as it normally does. it kinda just hangs out for a few seconds before it starts to drop. does anyone have any ideas that could help me? thanx!

Have cooling system pressure tested to isolate any potential leaks, and change thermostat. This is good starting point.
