My lumina not getting power to the fuel pump?

hi my 1992 chevy lumina with the 3.1L is not getting power to the fuel pump I checked the fuse and the relay and they are fine, If I jump power to the fuel pump it runs. but when I turn the key nothing happens any help would be excellent.
