1998 Chevy Lumina Car won't start sometimes

Hello. I drive a 1998 Chevy Lumina with approximately 120,000 miles on it. This problem just began about 3 weeks ago. Every 2-5 days since the problem first happened, my car will not start right away. I get in, turn the key, and theres a very very low click coming from the engine. No matter how long I hold the key, it clicks three times then stops. After I turn the key, the headlights go on, the radio turns on, my dashboard lights up and the wipers work so I don't think its the battery.

I've checked to make sure the car is all the way in park, I've tried starting it in neutral, and I've also jiggled the key and nothing works. The car will start though after about 10-20 tries or after about 5 to 10 minutes.

Also, I live in Buffalo and this problems seems to happen on the colder days when its windy or snowy but it doesn't happen all cold days and it's never happened more then once in a day. Any ideas? Thanks alot for your time and response too. I really appreciate it.

First, have the battery tested. Check the battery for a leaking positive terminal. Check voltage to the starter solenoid when it won't start. If you have 12 volts, replace the starter.
