2006 Chevy Impala Heating

I have the same problem as someone else. I'll turn the heat on in my car but unless it's moving it blows cold air.
Does anyone know what may cause this?

1st step is to check coolant level and adjust if needed
open and check when car cold on 1st start then start car let it run for few and the check again
put cap back road test
