When ignition switch is turned all power is lost. disconnecting and reconnecting the battery restores power (ie dash and interior light) until the ignition is turned again. Do I have a short or a computer problem? Where should I start?

You have more than one computer. I doubt very seriously if your E.C.M. (Engine/powertrain control module) is faulty. But it could possibly be your body control module. This is the computer that controls climate control, memory seats/radio, mileage/trip odometer, etc.

However, this is the last place you should check. First, check your battery cables to see if there's any corrosion around the terminals. (Positive and negative). Then check all ground straps on your car. (Engine to body). Next, have your ignition switch checked for bad/corroded contacts. Then check the wiring harness that enters and exits your fuse box.

If all of these systems check out, then it's pretty much narrowed down to your B.C.M.
