1995 Chevy Impala Car Problems

My 1995 Chevy Impala Won't Start And When It Does It Doesn't Stay Started, Also My Turn Signal Lamps Stay On All The Time And Won't Go Out Even When I Cut All The Lights Off. Also My Locks Go Crazy Making A Flicking Noise Coming From All Doors. Then When I Turn The Key Off It Locks Them And Keeps Them Locked. Also When The Key Is Turned To The On Position I Hear Something Fissing. Then When I Apply The Brakes The Fissing Gets Louder.

The hissing sounds like the brake booster may be leaking. The rest of it could be a problem with a bad battery or connection. Sounds like low system voltage is causing the BCM to do those things. Does it only do these things if the car is running?
