1991 Chevy Corvette Starts and stalls

When attempting to start the engine, it fires, runs about 4 second rough and dies.

That sounds like a fuel pressure issue. The first thing I would do is hook up a fuel pressure gauge. The spec is 40 to 47PSI with the engine off and no lower that 37 with the engine running.
