1991 Chevy Corvette I have no power to cooling fans, coolin

My cooling fans wont turn on. I have used my tester light and determined that I am not getting power from the wires/plugs that connect to the cooling fans. I had the engine running while I tested them. I have also tested both of my fans with a car battery and both fans work if I shoot power to them. I have also checked my fuses and none of them are blown. Do you know what could be wrong? Or where to start?

Hi
Do fans run with AC on? Check primary and secondary fan relays for power. Relays are grounded by ECM power suppliede by fusiable links. Coolant temp sensor left of and under throttle tell ECM to switch fan on. Also AC pressure switch tell ECm to turn secondary on.
