1992 Chevy Corsica overheating in stop and go traffic

My corsica overheats in stop and go traffic and in places like the drive thru---I never hear the cooling fan come on. It is only when I can accelerate and get speed when I can get it to cool down. I have replaced the fan relay--didn't help. Could this be an issue with the Temperature sendng unit or is that unrelated? Is is simply a bad fan that needs to be replaced? It has passed a pressure test, the thermostat has been replaced as has the radiator. The water pump had been deemed okay.

Any ideas?
