My check engine light is on, but not flashing, what could it be. Also, why does the engine sound like it's whining?

Hi there,
A check light may or may not flash, but you will have to get a scan done to check the fault code that is indicated by the light. As for the noise, it may be a faulty bearing on the alternator, water pump. A/c or a idler pulley, a mechanic should be able to listen to this and advise you.
