1991 Chevy Cheyenne engine wont fire and sounds to be stuck

my truck gets fuel into the carburator, but wont fire. so I changed the plugs, and atemoted to change the rotor. which was stuck and lead to more problems, so the entire distributor was replaced. and I am still having the same problem. what can I do?

how are you checking for spark?

if you have a tachometer on the dash, is the needle bouncing while you are cranking the engine?

well i tested for spark by using a screwdriver and yes the needle bounces. could I be having a problem with the starter?

i want to make sure
you are sticking a screwdriver in to the spark plug wire.
and holding the metal of the screwdriver about 1/8" away from something metal on the engine.

and you are not getting spark

so I wasn't getting spark an all wires so I replaced them and the truck has had a complete tune up. I tried to turn it over again and i am getting a clicking noise along with a high pitch wine. I am afraid it's the starter. especially since I spent three hundred or so dollars on parts including a new distributor. would you agree this is now my new problem?

the click and high pitch whine is from the starter.

the battery could be low
the starter could be bad
or the engine can not turn over from some mechanical reason
