why does my cavalier have a lack in power

1990,cavalierZ24,221 647km,there is a lack of power in my cavalier i tried a tune up i am not sure if that did anything and i did a engine flush
niether off theses things seem to have done much
i wanted to know if you have any guesses or a way to find out wat is wrong with it. the check engine light is not on. thanks for your time and consideration.

You did a tune up consisting of what? New spark plugs, cap & rotor (if equipped), new air filter, new pcv? We need more info to really help you out here.

When was the last time you changed the spark plug wires?
Did you also change the fan belts and check for proper tension?

Engine flush is ok, did you do it yourself?
Beware of oil leaks soon. That stuff is pretty harsh on old gaskets in high milage cars. Also you really should just change your oil & filter every 5 to 7000km, skip that engine flush stuff.
