2000 Chevy Cavalier Engine Lopes and Lack of Power

This is my daughter's car. She filled her tank with gas when it was on empty. When she started the car and started to accelerate, the car had almost no power and the engine started loping. We thought she might have gotten some bad gas so we drained the fuel tank, put gas in it from another station and put some Heet in the fuel. No change. I have changed the spark plugs, spark plug wires, fuel filter, oxygen sensors, throttle position sensor, air filter, and coil. I have checked the fuel pump and it's pumping at 58 psi. I also have checked the injectors and they are all functioning normally. When I drive the car, the car has little power up until I hit about 35 mph. If I let my foot off the gas pedal a little, the car picks up some power. Could this be a MAP sensor issue? I'm running out of ideas and could really use some help.
