1999 Chevy Cavalier cooling fan control circuit

Hi,I recently failed for the first time in my life,my emissions test due to a fail cooling fan control circuit.My check engine light does not turn off.My AC doesnt work but the heat does.I recently replaced the cooling sensor.My question I guess is what do I need to do to get this thing fixed and able to pass the emissions.My other question is if it has to do with my AC and all the stuff affliated with the AC can I just go to one of those places that reenergize your AC for you.Please help.

does the radiator fan come on at all? if so then check for faulty A/C control switch and A/C refrigerant pressure sensor. If fan does not come on at all check fuses and cooling fan relay
