Did you check the circuits at the blower motor relay? In the PDC under the hood. Pull the relay, use testlite on the terminals, key on, hvac on, Should be two hot termials. There are two fuses to check, also use a testlite on the fuse circuit, to see if the circuit is hot. Hvac fuse-10 amp, goes hot when you turn on the key. Blow fuse 30 amp, in pdc under the hood, hot all time.

I've already told you what to check, humor me. I don't care if the fuse is good, if there is no voltage on the fuse circuit, the circuit is dead. Did you do any testing at the blower relay? Maybe somebody else could help you better, have a nice day.

If there is no power to the ac fuse does this mean the relay is bad?

Hi, are we talking about the same vehicle? If so, the hvac fuse supplies voltage to the hvac control assembly. The blow fuse supplies voltage to the load side of relay. If no votage at fuse, have to backtrack the fuse circuit, the relay wouldn't cause that.
