1998 Chevy Cavalier DRL - no low beams

1998 Cavalier - low beams and DRL do not work. Replaced the DRL relay in the fuse box & the multi function switch. Pulled the connector under the battery box, not corroded. At the low beam bulb connector I get 12 volts on the dk blue and 10 volts on the ornage (as I understand the DLR steps down the voltage). High beams work.
I pulled the multi function switch (turn/hazard headlamp) out and on connector C2 not getting power to the low beam circuit (circuit 1201). Both grounds are good.

The Orange wire is the power source from the RH and LH DLP fuses and should have battery voltage.

The Dark Blue wire is linked to the light switch and if grounded, should work the low beams.

It seems odd that you have 10 volts at the Orange while the Dark Blue has 12 volts.

Since you are not getting voltage at the multifunction switch for the Dark Blue wire ( terminal C2) I suspect it has a broken connection between the head light to the switch. Test the wire for continuity.
