1996 Chevy Cavalier cooling fan won't work

Hello,my cooling fan won't work, I change the cooling sensor, the fuse is ok, the relay is ok, I unplug the fan and test it on a 12v dc it's working good, when I test the wire by needle the wire I get negative on both wire that goes on the fan? I don't know what to do anymore, can someone help me? thank you.

Fuses okay -Test the fan relay if okay could be that the computer is not energizing the relay due to a missing signal from the CTS or the engine temperature gauge switch.
