1992 Chevy Cavalier:Sluggish and slow?

I have a manual 1992 Chevy Cavalier with approx. 144k miles on it.

It starts but it runs rough and when I try to go, it seems like it doesn't want to go anywhere.

I'm horrible with car problems. I don't know anything. So any help at all will be much appreciated.

When was the last major tune-up? could also be a transmission problem.

I just got the car for my birthday. The person my friend bought it from said 7 years was approx. the last time they put a tune up on it. Do you think that's all it needs? Or what? =/
