1989 Chevy Caprice PROM chip

I have the above mention car. I was driving down the road and the car lost power and stalled out. When tried to restart, it would not start but would turn over. I replaced the ignition coil, ignition module and it still want start but turn over. I also took out the #1 plug to see if I was getting a spark and no fire to the plugs. I also tested the wires from the coil and module and get less than a 1/2 volt reading. What could be my problem 1. Bad PROM chip, if so, how can you test the PROM chip.

Test the coil's primary and secondary winding resistances to include the distributor pick-up coil and for short to ground

I checked the pic-up coil and it gave me a good reading indicating that it was good. What do I do next?
