1995 Chevy Camaro car won't start

When I turn the ignition key, the only sound I get is a "click" noise. Not like a dead battery, but instead like the starter not engaging. I've replaced the starter, the ignition module located underneath the steering column and the neutral safety switch. Nothing. The reason I replaced the neutral safety switch because I would wiggle the shifter and it would crank right up, so I thought it was switch not making a connection. Once I replaced it, it continued making the same sound. Battery is good, too. Any advice?
