Heat to the Floor.

I have 2000 Chevy Blazer LT; currently I am having a problem I'm hoping someone might recognize. I am getting heat with no problem, and it goes where directed: defrost, vents, etc...the only place I can not direct it is to the floor, no matter what is selected. Actuator appears to attached and working properly, vacuum is good I have suction.
