1999 Chevy Blazer Turn Signal

My turn signals keep making the clicking noise when they are not in use. It temporary stops when I use the brakes but comes right back. I figure that it is the multi-function switch. Smoke did come out of the steering column awhile back. If you think that is the problem. Can I do this myself? It doesn't seem hard to get too. Will the air bag deploy if I take the steering column off? Can you send me steps in doing this?
