1998 Chevy Blazer Non working Stop Light and Blinker

Im a little confused about this - the Blinker Light and Stop Light on my rear passenger side are not working. I bought two new bulbs and they still dont work - now when i say dont work i mean the blinker does not blink (but lights up) and the stop light does not come on (but it lights up).
I took the old bulbs and put them in the right rear drivers side and they worked perfectly - the blinker blinked and the stop light came on - so i didnt need the new bulbs.
The confusing thing about it the reverse light works OK, and the other two actually light up - but like i said the blinker does not blink and the stop light does not light up when break pressed.
I Took the bulbs from the side that works (Rear Driver Side) and put them in the side that's not working (Rear passenger side) and they light up but NO BLINKING and NO STOP LIGHT -
I Checked the wiring and compared with the other side to see if there were any probs and all looks fine - I even changed the fuse in the small panel next to the steering wheel and still nothing -

Have you guys any ideas what to do next - I have to fix this because I need to get my Sticker Changed but i am not in a position to pay a mechanic to fix it right now (short on cash) - Many thanks look forward to hearing from you
