1998 Chevy Blazer car won't start

About a week ago my car wouldn't start I thought it may need a tune-up so I did one. The car would still not start so just to try it I used a little spray of starter fluid and it fired right up. After that for a few days it started with no problems, but then it started where I needed a bit of starter fluid again. Now it will not start no matter what I try. It isn't the fuel pump I've already tested it. I was going to replace the fuel filter, but I can't seem to locate the shrader valve to release the pressure. so my question is could it be the filter an if so, where is the valve? And if not does anyone have an Idea of what it may be?

If its a 4.3L with the CPI spider-its behind the upper plenum on the drivers side towards the firewall-you'll see the fuel lines. The filter is underneath the driver side towards the rear of the vehicle
