1989 Chevy Blazer fuel

I have replaced fuel filter and fuel relay. The engine is getting enough fuel to back fire in the carb but will not start.

Check the fuel pressure to rule out the fuel filter, pressure regulator and fuel pump-Are you getting spark?

Okay replaced fuel filter and fuel relay. Tried to start and carb backfire. Removed fuel tank to replace fuel pump and discovered 2 gals of fuel when gage reads almost 1/2. Put fuel tank back on and put in gas. Now engine start if pumping pedal. And will die when stop pumping pedal. Where is pressure regulator? Or is this still a fuel pump problem?

Clean out the idle air control valve and test the TPS if it continues check the fuel pressure if its within specs
