1994 Chevy Beretta wont stay slow

1994 Chevy Beretta 6 cyl Automatic

so lately when ive been diving to work i go on this street thats only 20mph speed limit but my car will not stay that speed. it refuses to go no slower then 30-35 mph so i have to step on the breaks alot. does anyone know what the problem could be?

What are the idle rpms? You might clean the throttle-body, check the idle air system.

well when my car is moving and my foot isnt on the gas its about 1500rpms but by car still speeds up and when i put it into park it goes to 2000 rpms

This happens on a fully warmed-up engine? I've already told you what I would check first. Any applicable codes?
