1994 Chevy Beretta fuel on airfilter

I have a 94 beretta with the 3.1 and an automoatic. The check engine light has been going on and off and the car chugs at a steady throttle. As soon as I get on it it takes off. I changed the plugs and when I went to change the air filter descovered it was soaked in gas and the intake hose before the throttle body has gas sitting in it. What would cause this?

If the fuel pressure regulator gets vacuum from the throttle-body, the regulator could be faulty? Is the air filter lower down than the throttle-body?
