could it be a short some where on fuel pump wiring harness

It could be a short in any of the items powered by that circuit. What I do is disconnect one thing at a time to see if the fuse still blows. That way you can eliminate many of the items. Pull the fuel pump relay and see if it blows. That way you'll know if it is the wiring to the pump.
