Nothing happens when key is turned

Hi. I have a 1994 4 cylinder chevy s10 pickup with 70,000 miles. I thought I had a bad battery but not so. When the key is turned nothing happens. No turning over sounds no clicking, nothing. The lights, radio and blower all work. It is in park, I did shift in and out of gear to make sure. I installed a new battery and it's all the same result. The fuses are all ok. We have had below freezing temps for about two weeks and it sits outside.
Thanks for any help! BirdDogDad

With it beeing that cold I believe it might be the starter solinoid. If it clicked then it would be the starter. Try taping the starter with a hammer lightly. Have heard sometime it works.
