the brakes and power steering went out at the same time, i have an astro 1996 chevy van. Any idea what could be the problem

Check the power steering reservoir, Your van has the hydro-boost power booster, it runs off the power steering, not vacuum! Check fluid and belts.

Disconnect a high pressure hose and plce end in a bucket, have a helper start the car, fluid should come out of the hose with a lot af force! Be prepared to turn on and off quickly!
