1998 Chevy Astro hard time starting

we have put a rotor and distrubutor cap, battery, spark plugs, wires, crank shaft sensor, electronic modular.
the engine has a hard time starting it seems to want to backfire. it acts like you need to advance the distrubutor but it is non adjustable. at times it will rarely turn over 3 times and start normally when it does start it runs as if new. it had a code of P1345

When the camshaft sensor reference pulse is not detected at a correct relative position with the crankshaft pulse, the code P1345 will be set. Most likely causes for this Chevy check engine light code include a faulty crankshaft wiring connector concern, faulty camshaft or wiring problem. The distributor is located in a fixed, non-adjustable position. Ignition timing is preset and cannot be adjusted. The Powertrain Control Module (PCM) controls ignition timing
