1996 Chevy Astro Wont start when raining

I live in Connecticut. My Astro van will start with no problem and runs smoothly when the sun is out and it is dry. Whenever it is raining and humid it will not start. The engine will turn over until the battery is run down but it will not start. When the sun comes out and it dries up it starts up again like there was never a problem.
