1991 Chevy Astro Won't stay started until 15 minutes of sta

Starts up OK, just won't stay started. After starting it for 15 minutes it just all the sudden stays started and runs fine. Had the fuel pump replaced two years ago. Replaced the fuel filter 5 months ago. It seems to start better if it hasn't been idle for too long. Leaving it over night starts the 15-20 minute routine of starting it again before it stays started. Is this a fuel regulator problem with the fuel injectors. If so how do I go about fixing it. My repair manual is not very clear.

This is just a hunch, but the EGR (Exhaust Recirculation Valve) opens and closes and they are spring loaded and they can carbon up and get stuck open. It is not usually hard to remove the EGR valve and inspect it and clean it. With it in your hand, you should be able to push in the center plunger and it should spring return closed.
