We thought we had bad gas I checked no water in it.I tried to run car last night it won't go over forty miles a hour and surges its not running hot oil is good can you help please

Scan for codes and check fuel pressure with a gauge auto parts rent it. Then clean throttle plate on both sides and iac hole with choke cleaner.
