Car has been sitting for 4 years.

What steps should be taken before an attempt is made to start this car? I can only imagine the oil is settled to the bottom, among other things. Please help. I can't get a straight answer from anyone. I am on disability and need this car as a back up for when my daughter drives me to the doctor. I cannot drive any longer, but I do need to have a vehicle.

Change every fluid and filter in the car. Replace the battery. Drop the gas tank, have it flushed with new fuel. Replace the fuel pump while it is out. Flush the lines to the front
