Car hardly drives

My dad was trying to go up a hill in the snow a few day ago and could not make it because his tires were not good enough. Well the next day when we went to go out, the car barely started but the bug issue is the car is extremely loud which of course we figure something to do with the muffler because when he looked uderneath the car he noticed the exhaust pipe is broke, but only the car hardly wants to go when its in drive. It will only go really slow. We are just wondering what would cause that, a broke exhaust pipe would not cause it to hardly go would it?

I tmay be a plugged exhaust or converter. Check vacuum at idle on intake and if 15" or below that may be the problem also check fuel pressure with a gauge should be 60 psi key on only

Hes saying he knows its not the converter.
How about the throttle body, could that be the issue?

I kind of doubt it check the fuel pressure first. I am assuming this is a 2.2L as you didn't give engine size.
