Cannot read fault codes

The car will not start. We switched the battery with a good one and it still would not start. The power at the starter is reading the same voltage as the battery voltage. When we tried to hook up a code reader but there was no power at the code read. I know basics but why there is no power at the code reader is beyond my knowledge.

There is a small trigger wire on the starter with the key in the start position does that have battery volt age to it? You probably have a blown fuse that is why the code reader is not powered up. Have you checked all the fuses yet?

All the fuses have been checked except the relays. Also changed the cpu and still nothing.

The 40 ACC fuse inside of the fuse box inside of the car it's good but when I remove the fuse and test it with a test light no power is coming to that fuse where is the one in the engine that goes to that one no power is going to the 40 ACC fuse inside of the car

I cannot find a 40 amp ACC fuse. Here are some power distribution wiring diagrams can you see which fuse you are talking about?
