1994 Cadillac STS Car wont start, I think its a fuel issue

I was just driving the car an hour earlier and now it wont start, I had to have it towed home. It turns over, but I don't think its getting fuel. I checked the pressure at the rail while turning over and there was none. Do you think it could be the fuel pump or fuel relay? And how do I test both?

Listen under the hood at key up, for a relay that clicks when the key is turned on, and again after a couple seconds. The best bet is to check for power and ground at the fuel pump connector. If you have power and ground for two seconds at key up, or power and ground all the time when cranking, replace the pump and filter.
