Is heat surpose to come out of the dashboard vents? Airconditon works fine, I get cold air out of the vents and I get heat on the floor.

You won't get much heat out of the vents. It is automatic, so it changes modes readily as well. When you select max heat, it will blow on the floor. The more you transition toward the in-car temp it moves to bi-level and then dash vents from mid 70's to max cool. I am not exact on a 94 RWD, but if there is a mode button, you can select dash vents. I believe if that is possible, it won't change to floor heat until max heat(90) is requested.

If 'auto' is the selection, you will not get heat out of the dash vents, just the floor. If the mode can be manually selected to vent, you should get heat out the vents when in this mode. Like I said, I am not sure if the manually selected dash vent mode, will still be the case at max heat(90), the system may move to floor or may not.
