1986 Cadillac Fleetwood won'pass emissions

Have a 86 fleetwood with a 305 olds motor that has failed emission test with high HC 5.19 and OC 173.85 had complete tuneup, carb rebuilt, new O2 sensor car runs good any ideas?

You sure the readings are not reversed and should read like this CO 5.9 HC 173.85

Start with the scrubber-called catalytic converter and second it with the snitcher the oxygen sensor

Put new O2 so you think cat converter will correct this issue?

CO is too high-inspect and test the coolant temperature sensor could be stuck in the open loop mode dumping fuel at it-

Do you have the O2/CO2/NOx readings?

Put in new temp sensor emission results are
HC 5.19 should be 1.60 or less CO 173.85 should be 15.00 or less and NOX.082

Have the catalytic converter check with a gas analyzer before and after the catalytic converter this wil tell you if its doing its job
